Because of the failure of Medicare and Medicaid to pay fairly, only about  69% of Hawaii physicians accept Medicare patients. A proposed law introduced Jan 22, 2016 by the speaker of the Hawaiian House, Joe Souki, would mandate that all physicians accept Medicare  HB 1740 (and possibly even Medicaid) patients as a condition of being licensed in Hawaii. He acknowledges that physicians are going to complain about the low reimbursement rates but Medicare enrollment has increased by 30 % from 2010 to 2012 and patients are having difficulties finding physicians.

This will be extremely controversial and possibly a violation of the 13th Amendment which states

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
